I suspect that god created humans with the innate ability to love. But it's a choice. God gave us freedom of choice. God didn't want to create robots. So, he created humans. Allowing them to decide their own fate. On this planet, we haven't made very good choices. On the whole, that is. Some of us have chosen to be gentle and tender and kind. But as a society, we've fallen short. A solitary individual can still choose to love. Despite it all. Maybe the love is still an imperfect love. But even an imperfect love is extraordinary.
